THE THEN SA Labor River Murray and Water Security Minister Karlene Maywald predicted a 35 per cent opening allocation for irrigators prior to the recent state election.

Minister Paul Caica has since said: "Ms Maywald's comments were made during the election campaign while the government was in caretaker mode, so were not and could not be taken to be government or ALP policy."
Is the minister saying or implying that one should not believe comments made by a Labor minister during an election campaign?
